On June 6, the "High-end Forum on Market and Policy of Power System Transformation under the Double Carbon Target", hosted by Tsinghua University and Taiyuan University of Technology, was held at Mingxiang campus of Taiyuan University of Technology. Xiong Pinrun, from the Price Department of National Development and Reform Commission, Zhao Jiangyan, the Director of Energy Department of Shanxi Development and Reform Commission, Shi Guangbing, the Director of Price Department of Shanxi Development and Reform Commission, Huang Qingxue, the Academician of Chinese Academy of Engineering and the President of Taiyuan University of Technology, Sun Hongbin, the Director of Academic Committee of Electrical Department of Tsinghua University and the Vice President of Taiyuan University of Technology, attended the meeting. Executives from 12 large state-owned or private enterprises, Datang Group, Huaneng Group, Huadian Group, China Energy Construction Group, China Power Construction Group, State Grid, China Three Gorges Group, Hong Kong and China Group, Ningde Times, Jinneng Holdings, Goldwind Technology, and State Power Investment, and more than 50 experts and professors from Tsinghua University, Xi'an Jiaotong University, Huazhong University of Science and Technology, North China University of Electric Power, Taiyuan University of Technology, etc. attended the meeting. Previously, in order to do a good job on the key issues of electricity price forward-looking research, and to better serve the deepening reform of electricity price, the National Development and Reform Commission Price Division commissioned the Director of Tsinghua University Electrical Department Academic Committee, the Vice President of Taiyuan University of Technology, Sun Hongbin, to carry out adaptation to the carbon neutral and carbon peak target ("double carbon target") grid transformation and development, research of the path and economic impact and assessment, this meeting was held to further promote the work.
Huang Qingxue delivered a speech on behalf of the TYUT and expressed his sincere welcome and heartfelt thanks to all the leaders and experts for their arrival. After introducing the results of Taiyuan University of Technology's "double first-class" construction, he said, Shanxi is the leader of the energy revolution, Taiyuan University of Technology will be determined to adhere to the world's scientific and technological frontier, the main battlefield of the economy, the major needs of the country, the people's life and health, to be in the service of transformation and development of the courage to wade a new road, to promote the energy revolution as a leader, to be deeply rooted in the land of China, based on the new period of development, to construct new development thinking, to implement new development initiatives, to promote scientific and technological innovation, to continue to march toward the new goal of a comprehensive, research-oriented, high-level first-class university. He pointed out that the electrical engineering discipline, as the only discipline in Shanxi’s universities with a first-class doctoral degree in electrical engineering, has made important contribution to the cultivation of talents and scientific research in the field of energy and electricity in Shanxi Province over the years. The goal of "double carbon" in China is a major strategic decision made by the Party Central Committee with Comrade Xi Jinping as the core to coordinate the two major situations at home and abroad, focusing on promoting high-quality economic and social development and building a strong socialist modern country, which points out the direction for the clean and low-carbon energy transformation in China. Taiyuan University of Technology must make a new contribution to China's goal of "double carbon" in terms of scientific and technological innovation and talent cultivation.
Xiong Pinrun pointed out that in the face of the new situation, new changes and new requirements, the country is issuing relevant policy documents on electricity price reform and responding positively to the new energy access policy and energy storage price guidance, etc. He sincerely hope that experts will express their insights and put forward constructive opinions and suggestions for the construction of a new power system based on new energy.
At the meeting, Mr. Shi Jialin, the Deputy Secretary of the Party Committee of Datang Group, Mr. Yao Qiang, the Deputy General Manager of China Power Construction Group, and Mr. Zhang Manping, the Chief Engineer of Energy China Group, shared their respective views on the role of tariff in the new power system in the future and the responsibilities and obligations that the society, the country and the enterprises should take in the big transformation.
Dr. Guo Ye from Tsinghua University gave a report titled "Key Tasks and Paths of Grid Transformation and Development to Adapt to the Reform of Carbon Peaking and Carbon Neutral Target Tariff".
During the general discussion, the participating leaders and experts from different perspectives discussed in depth around the double carbon goal of the transformation of the power grid under the development of key tasks, the path and economic impact and assessment of the proposed problem, the promotion of the comprehensive reform of the energy revolution in Shanxi and the role of the country in building a new energy-based power system.
Prof. Sun Hongbin, who chaired the meeting, expressed his heartfelt thanks to the leaders and experts for their insights and pointed out that under the "double carbon target", it is not only necessary to take into account China's actual situation, deal with the relationship between the market and the government, and build a new and comprehensive energy policy framework, but also to ensure long-term energy security and sustainable development. He said he would take this meeting as an opportunity to gather the experts' opinions and suggestions, continue to promote exploration and research, and strive to form a high-quality research report to the National Development and Reform Commission's Price Department, and take the initiative to serve the national energy development needs, and make greater contributions to the construction of a new power system.
